EC queries Arcep's proposed mobile termination rates
The European Commission has started an in-depth investigation into French regulator Arcep's proposal to set higher mobile termination rates for new mobile entrants Free Mobile, Lycamobile and Omea Telecom. The EC said it had serious doubts about Arcep's justification of higher mobile termination rates on the grounds that it is more expensive for new companies to provide call termination services. Arcep proposed that new entrants pay EUR 0.024 per minute in the first half of 2012, compared to EUR 0.015 for established operators. New entrants' rates would reduce gradually but there would still be almost 40 percent difference with established operators by the end of 2013. Arcep has three months to work with the EC and European telecom regulators body Berec on a solution to the case.
