Finland to auction 700 MHz band by year-end
The Finnish Ministry of Transport and Communications announced plans to auction the 700 MHz band for mobile services by the end of this year. The band is expected to be released from broadcasting and available for the mobile sector by 2017, so an auction will be arranged by the Finnish Communications Regulatory Authority by the end of 2016. The ministry said the new frequencies will help boost the coverage of 4G networks.

Questions related to the use of the band, such as whether to allocate part of the frequencies to the public authority network, will be decided by this spring, and the government will also work on coordinating use of the band with neighbouring Russia. Provisions on the details of the auction will be laid down in a government decree and a Finnish Communications Regulatory Authority regulation. A hearing with operators was already held on 02 February.

Elisa tests 4G in 700 MHz band

Finnish operator Elisa has started testing the 700 MHz band for mobile services. The company received a licence for the tests from the Finnish Communications Regulatory Authority and uses equipment from Nokia. Elisa's 4G network already covers over 98 percent of the population, and the additional frequencies would be used to add capacity over a wider area, especially in rural areas. The Finnish government said earlier this year that it aims to auction licences for the 700 MHz band by the end of this year.

Finnish and Russian agencies agree on use of 700 MHz band

Finnish telecoms regulator Ficora said has reached an agreement with the Russian frequency management authority regarding use of the 700 MHz band in the border area for wireless broadband networks in Finland and for aeronautical radio-navigation in Russia. The decision comes into force at the end of the World Radiocommunication Conference (WRC-15) that is now under way.
