Russia postpones law on domestic software on smartphones

The Russian parliament has adopted amendments on the entry into force of the law on mandatory pre-installation of applications of domestic origin on smartphones and other devices to be sold in the country, reports Tass. The law had been planned to take effect from 01 July and has been postponed now to 01 January 2021. 

The legal requirement covers smartphones, tablets and smart TV sets.

A working group of the NGO Digital Economy has not approved a proposal from the Russian Ministry of Communications to deploy 5G networks using equipment of domestic origin, reports Kommersant. The working group includes representatives of businesses, state institutions and telecommunications operators.

Russian president signs amendments to law on public communication service provision

Russian president Vladimir Putin has signed amendments to the Law on Communication which have recently been adopted by the parliament, reports Tdaily.ru. Public telecommunications services will be provided in settlements with 100 to 250 residents, according to the amendments. The threshold previously was 250 to 500 inhabitants.

Russian federal competition regulator FAS has prepared a draft amendment to the Law on Competition imposing a ban on the use of software that slows down devices as the battery becomes weaker, reports Cnews.ru. The proposal mainly targets smartphone makers Apple and Samsung.

The Russian parliament has amended the Law on Public Telecommunications services, reports Iksmedia.ru. The coverage of all villages including 100 to 250 residents with public Wi-Fi services and mobile services will become mandatory according to the amended law.

Samsung said the company will pre-install software of Russian origin onto its smartphones to be sold on the Russian market, reports Comnews.ru. The company earlier installed the local email service Mail.ru and the search engine Yandex onto smartphones to be sold in Russia.

Russian watchdog submits draft law requiring domestic OS on mobile devices

Russian federal competition watchdog FAS plans to submit to the government a draft law requiring advance installation of domestic operating systems on devices, reports Kommersant. According to the draft legal document, which Kommersant has seen, the owners of OS and producers of devices will become responsible for ensuring that devices to be sold in Russia come with software of Russian origin ready-installed.
