Swedish 5G auction to start on 19 January

Swedish communications regulator PTS has set a new date of 19 January 2021 for the start of the auction of 3.5 GHz and 2.3 GHz frequencies for 5G mobile services. The regulator won an appeal against an injunction granted by Stockholm Administrative Court to Huawei, after the manufacturer objected to the auction conditions prohibiting it from supplying 5G equipment. The appeals court has ruled that the conditions remain valid, pending full consideration by the administrative court.

PTS said that allocating the 5G frequencies as soon as possible support competition and growth and will benefit users in Sweden, so it is going ahead with the auction even though the conditions are to be tried in the administrative court.

Sweden's Supreme Administrative Court said it has dismissed an appeal by Huawei against an Administrative Court of Appeal ruling to uphold communications regulator PTS's decision to exclude the Chinese company from supplying equipment for Swedish 5G networks. The dismissal comes shortly before the auction of 3.5 GHz and 2.3 GHz frequencies is due to start on 19 January.

Huawei appeals against resumption of Swedish 5G auctions on 19 January

Huawei has appealed against a court decision allowing Swedish communication regulator PTS to resume 5G spectrum auctions on 19 January, while planning to exclude the Chinese equipment maker from Sweden's 5G networks, Reuters reported. The news agency cited the company as saying it had lodged an appeal to the supreme administrative court on 05 January.

Ericsson threatened to leave Sweden over 5G ban on Huawei, ZTE - report

Ericsson CEO Borje Ekholm began a private lobbying campaign against the Swedish government after communications regulator PTS prohibited the use of equipment from Huawei or ZTE in 5G networks, according to an excerpt from an article on Swedish newspaper Dagens Nyheter's website. The report on dn.se said China had threatened to penalise Ericsson and that Ekholm had hinted that Ericsson might leave Sweden.

Swedish regulator expects 2.1 GHz and 2.6 GHz auction in 2023 or later under spectrum plan update

Swedish communications regulator PTS said it has published a spectrum management plan update. It intends to carry out an auction for the 2.1 GHz and 2.6 GHz either in 2023 or later. It said the government has extended until 31 December 2021 its decision that the 703-713 MHz and 758-768 MHz bands may be leased for TV broadcasts that require a permit.

Swedish telecoms regulator raises fees for radio permits, cuts fee for radio equipment

Swedish communications regulator PTS has announced changes from January to some of the fees that it charges operators and licensees, based on forecasts of the watchdog's own operating costs, and market predictions of volumes and sales. It will raise its fees for activities subject to notification, radio permits, and the contingency fee. It will reduce the fee for radio equipment and the fee for the Development Act.

Sweden's auction of 5G spectrum is set to go ahead in the new year, after the regulator PTS won an appeal against an injunction obtained by Huawei. The PTS said it would consult the participating bidders before deciding on a new date for the auction.

Ericsson CEO criticises Swedish regulator's ban on Huawei from 5G networks

Ericsson chief executive Borje Ekholm has criticised a Swedish regulatory decision to ban Huawei from  5G telecoms networks, according to the Financial Times. He told the FT that such a move restricts free competition and trade and delay deployment of the new technology. Huawei is appealing against the ban, which was made last month following advice from Sweden's armed forces and security services who accused China of "extensive intelligence gathering and theft of technology".

Swedish communications regulator PTS said it still expects to begin the auction of 3.5 GHz frequencies on 10 November, even though Huawei is appealing against the ban on it supplying equipment for Sweden's 5G network. PTS has said it would forward Huawei's complaint to the administrative court in Stockholm.

Swedish communications regulator PTS said it has approved Telia, 3 Sweden, Teracom and the Net4Mobility joint venture by Telenor and Tele2 to participate in the auctions for 5G spectrum in the 3.5 GHz and 2.3 GHz bands. The 3.5 GHz auction is due to start on 10 November. Huawei and ZTE may not be used as equipment providers.
