Ofcom proposes earlier withdrawal of Openreach copper services

UK regulator Ofcom is consulting on revised proposals regulating the move from copper to fibre networks. 

In January, Ofcom proposed new regulations to support the migration to fibre services, but maintained the requirement for Openreach to provide access to copper services for the period from April 2021 to March 2026. In response to the speed of Openreach's fibre roll-out, Ofcom believes it may be possible to withdraw remaining regulations on copper services before April 2026 where there are a limited number of customers remaining on copper services, and there are fibre services available to them. 

The consultation closes on 26 November. Ofcom plans to publish a final decision before April 2021 as part of its wholesale fixed telecoms market review statement.
