Telefonica fined EUR 500,000 for 'very serious' breaches
Spain's telecoms regulator CNMC has ordered Telefonica to pay a total of EUR 500,000 in fines for what it described as two "very serious" breaches of competition rules. One of the fines, for EUR 250,000, referred to Telefonica’s failure to make a timely notification to the regulator of the prices and conditions of two new broadband and TV packages ('Movistar ADSL' and 'Movistar Family TV over ADSL') offered on its website. As a dominant market operator, Telefonica is required to notify the regulator of any changes in the prices and conditions of its broadband services at least one month before they are launched, said the CNMC in a statement. The regulator added that these rules were necessary to allow it to ensure a level playing field for all operators in the sector.

The second fine, also for EUR 250,000, related to Telefonica’s decision to prevent access to 11 premium SMS numbers run by the operator NVIA. Telefonica was ordered to temporarily restore access to 26 such premium text message numbers until the conflict had been resolved, but only restored access to 15.
