The three winners of 2.1 GHz spectrum will be required to lower charges for voice and data services by 15 to 20 percent before they can begin offering 3G services. The National Broadcasting and Telecommunications Commission (NBTC) has published a statement of intention to address concerns that the auction unfairly rewarded private operators at the expense of consumers and the government. On 16 October, the regulator auctioned off 3G spectrum to AIS, DTAC, and True. The result has been criticised for lower than expected bid prices. NBTC chairman Thares Punsri said the regulator would put strict measures in place to protect the public interest before the spectrum is allocated, the Bangkok Post writes.
