Thailand’s National Council for Peace and Order (NCPO) has officially ordered the National Broadcasting and Telecommunications Commission (NBTC) to hold a new 900 MHz spectrum auction on 27 May, The Nation reports. The NBTC will auction a licence in the 900 MHz spectrum recently forfeited by Jas Mobile Broadband.
The government also ordered the NBTC to extend the AIS 2G mobile service shutdown deadline to 30 June. AIS currently provides 2G services using the 900MHz. The previous deadline was 14 April. NBTC is also allowed to extend the date for granting the 900MHz licence to the winning bidder.
The NBTC will auction the 900MHz licence (895-905MHz and 940-950MHz) forfeited by Jasmine. Any companies can participate in the auction, except for Jas. The bid starts at THB 75.654 billion, the final price quoted by Jas to win this band in the previous auction in December 2014. Qualified bidders will have to submit a guarantee of THB 3.783 billion to enter the auction.
Under the current order, the new auction will not affect the right of relevant state agencies to claim compensation for damages generated by the launch of a new tender. Thus the NBTC telecom committee is now studying ways to claim possible compensation from Jas for its failure to pay the initial instalment of the licence fee by 21 March, which is the reason why the commission has to launch the new auction.
