
VodafoneZiggo has published its reference wholesale offer for access to its cable network, just in time for the deadline set by the regulator ACM.
The ACM decided last year in its analysis of the fixed broadband market that VodafoneZiggo must open up its network to competitors, the same as incumbent KPN. The two operators were found to hold 'joint dominance' in the market.
VZ published a preliminary wholesale offer just before the new year, and some tariffs a couple weeks later. After a complaint from T-Mobile Netherlands - a potential customer for the cable offer - the ACM threatened VZ with fines if it did not complete the offer by 31 March.
The new offer includes prices of radio and TV and bitsream access at EUR 23.10 per month for 40/4 Mbps, EUR 36.90 for 200/20 Mbps and EUR 43.70 for 400/40 Mbps. Above-average broadband data usage will be subject to additional fees of 53 cents per 10 GB. The offer bundles broadband with TV service, with no separate profiles available.
While VodafoneZiggo has complied with the wholesale offer, the company is still challenging the regulation in court. An initial hearing is planned in the corporate appeals court on 12 July, with a ruling expected within 12 weeks.
