Ofcom confirms spectrum auction in 2017-18 plan
Ofcom's said accelerating the universal roll-out of fast broadband, successful implementation of oversight of the BBC and preparing to award new mobile spectrum in the 2.3GHz and 3.4GHz bands are its three key goals in 2017 and 2018.

Data allowing consumers to compare the quality of service available from operators will be published in the coming weeks and switching providers will be made easier, the regulator said as it published its annual plan for the period.

The report explains how Ofcom will act in 2017-18 in order to implement its long-term aims of spurring competition, improving standards among the services it oversees and protecting consumers from harm.

In a separate statement published at the same time, Ofcom unveiled detailed consultation documents for the future of broadband in the UK, including a price cap for wholesale access to Openreach's network to boost competition. The regulator's plan to introduce automatic compensation for consumers and businesses suffering poor broadband service were published on 24 March.

Ofcom's first notable milestone in the period comes on 3 April when it becomes the first independent, external regulator of the BBC and this will include drawing up performance metrics and publication of the broadcaster's operating licence as well as ensuring its accuracy and impartiality.

Finally, as well as awarding the 2.3GHz and 3.4GHz bands during the 2017-18 period, Ofcom will prepare to make spectrum available for 5G and explore spectrum sharing opportunities.
