Vectoring is not possible in street cabinets where customers from other providers are connected. The aim is to reach an agreement with wholesale customers on virtual access, rather than physical unbundling.
As part of an agreement with regulator ACM, if KPN agrees virtual access conditions with the alternative operators, it will be able to accelerate its network upgrade plans. The negotiated agreement is aimed at avoiding court appeals of the new broadband access regulation. Farwerck said an agreement is in the interests of all the parties involved, as then other operators can also offer the faster speeds to customers. KPN made its proposal for an 'Open Wholesale Model' last year and hopes to reach an agreement in the coming weeks. The ACM recently sent its own decision on the broadband access market to the European Commission for comment.
