ACM starts new market analysis after Ziggo-Vodafone deal
Dutch regulator ACM announced plans to start a new market analysis looking at the impact of the planned merger of Ziggo and Vodafone Netherlands. The merger, already approved by the European Commission, will create a second converged operator with both fixed and mobile networks, which could have far-reaching effects on the market, the ACM said. 

Earlier this year the ACM approved new regulations covering wholesale access to KPN's network, valid for three years. The ACM said the Ziggo-Vodafone merger means it's time to start early on a new market analysis and asked the market for input on areas of concern. The preliminary analysis will focus on how competition is developing on various markets, how providers act and the potential for possible competition problems. Market players can respond until 14 October to the preliminary inquiry. 

An important part of the preliminary study will be the development of wholesale access opportunities on the various telecom networks (copper, cable and fibre), and how these will be impacted by technical developments, the ACM said. Last year when the Dutch regulator looked at the access market, the European Commission asked the ACM to continue to monitor the access possibilities on cable networks, even though it held off imposing any access obligations on cable in the last market analysis. The ACM said it will work with an external researcher to evaluate developments on this market, based on input from market players.
