
Norwegian communications regulator Nkom said it will consider changing regulation of the broadband markets following Telenor's announcement that it will discontinue the copper network by 2023. Telenor's plan will affect the many rivals who use the copper grid to provide broadband, said Nkom.
In December, Nkom said it would continue regulating Telenor from 01 January 2019 as an operator with significant market power (SMP) on wholesale market 3a for local access to fixed networks and wholesale market 3b for central access to fixed. The watchdog did not know about the copper shutdown at the time it made that decision and is now considering reviewing the matter.
Nkom will be asking Telenor a number of questions concerning how it plans to migrate to new equipment and how this will affect the operator’s wholesale copper network customers. Any changes to regulation will be put out to consultation.
